Xin Dynasty (AD 8-23).
Casting era : AD 10-14.
Emperor : Wang Mang.
O : Chinese character inscription : Da bu huang qian.
From observer's point of view, up right : Da (= big), up left : bu (= cloth), down right : huang (= deserve), down left : qian (= thousand). Therefore this inscription means that this big cloth coin deserves thousand pieces of the smallest coin. The smallest coin in this period was "Xiao quan zhi yi (small fountain deserves one)".

The center line goes through a hole in the head both on obverse and on reverse.
